I'm trying to reinstall app-text/pdfjam" but it is blocked by
app-text/texlive-core-2021

So, maybe I'm looking in a wrong place.

Any way to get around this? I've already tried removing both the cjk and
xetex USE flags, running emerge -c, unmerging and remerging texlive-core
etc. I do actually want both the cjk and the xetex packages installed,
and this seems to be mostly an aesthetic issue since the version of
texlive-core

those two packages have an explicit dependency on a lower version of
poppler. And I thought I want to file a bug about that.
Digging into the ebuilds for luatex and texlive, I can't find any
reason why
I use pdfjam (which is in app-text/texlive-core) for this sort of
thing, and it's pretty fantastic. It's pretty dependency heavy if you
dont already use texlive though, as it's using texlive's pdfpages as
its backend. So if you're a latex user I'd go that way, if not use
one of the other

That all looks quite normal - poppler triggered 8 rebuilds.
