Yes, it is. I hope I've never said that, because it's really an information-free statement. In practice, SOA is constraint-less (i.e. I've never seen a single architectural constraint common to everything referred to as "SOA"), and therefore for all architectural styles A, the statement "you can use A to implement an SOA" is true.
