This move is complete.  If you attempt to svn up/diff/etc you will get
the error message:

  svn: REPORT request failed on '/repos/asf/!svn/vcc/default'
  svn: Target path does not exist

You may first update to the final rev at that location;

  svn up -r 611450

and then a committer with a r/w checkout MUST

  svn switch https://svn.apache.org/repos/asf/stdcxx/trunk

or any anonymous checkout MUST

  svn switch http://svn.apache.org/repos/asf/stdcxx/trunk

Be sure you first issue an svn info in the directory you are moving so
you which branch and where to switch to.  The only change between the
svn info of the checkout path and the new path is to drop /incubator
from that path.
