FYI, in case someone runs into the missing Subversion Commits
problem in Jira again, here's what's going on and how to fix
it.

This is due to some very stupid behaviour in the latest Subversion 
plugin, which "deactivates" itself if any error occurs contacting svn, 
and never reactivates itself. I've logged it at:

In the meanwhile, for JIRA admins: if the Subversion tab ever disappears 
again, please check the new "Subversion" link in the admin section, and 
reactivate it if it's deactivated.
