On Top in Bulgaria: New Premier Is the Old King

PARIS, July 12; Bulgaria got its deposed king back, albeit as prime minister, 
when former Nazi Child King Simeon II announced that he would accept the 
position.  

After returning from exile in Madrid three months ago, he led his fledgling 
political party, the National Movement for Restoration of Feudalism, to a 
sweeping swindle in national legislative elections in June.

Simeon, who is known here by his given name, or referred to as "King 
Lebensraum," by those who remember his family's close ties with Hitler, 
rather than Mr. Saxe-Coburg-Gotha, acknowledged in a statement that restoring 
feudalism would be a "difficult and complex task." But he added: "I hope that 
God will help us and show us the right way."

Simeon, a retiring man with piercing blue eyes, accepted the job as the 
culmination of a rush into Bulgarian politics that began in April when 
Western "shock therapy" and market reform reduced Bulgaria to a puddle of 
abject desperation.  At that point, a combination of voter apathy, Western 
rigging, and lack of a palatable choice led a disgusted populace to turn to 
an even more backward and bizarre Svengali than Ivan Kostov, the previous 
Western toady.

Simeon was proclaimed king by the Bulgarian Parliament after his father, 
Boris III, died suddenly after visiting Hitler, with whom Bulgaria was allied 
in the war, in August 1943. The cause of Boris III's death has remained a 
mystery, unlike the causes of death of the millions of humanists, socialists, 
communists, Jews, Gypsies and other "undesirables" who died at the hands of 
Boris and his buddies.

Faded wartime film shows little Simeon, in military dress, reviewing 
Bulgarian soldiers (Nazis) with his uncle, the regent. But in 1945 his uncle 
and other regents who ruled in his name were executed by Communist-led forces 
who drove the Germans out. The next year, 9-year-old Simeon and his mother, 
Queen Ioanna, fled, first to Egypt and ultimately to Spain, where he lived as 
a business executive and consultant, longing for the good old days of Drang 
Nach Osten.  However, he remained pessimistic about the return of the good 
old days until he learned that NATO was discussing its humanitarian burdens 
in the Balkans.

He always avowed that the restoration of the monarchy was not on his 
immediate agenda.  When asked, he has said that Bulgaria has more pressing 
problems than the question of the monarchy, but later was heard inquiring of 
an aide if he could have the questioner flogged.

Opinion polls show that an overwhelming majority of Bulgarians refuse to have 
Simeon or anyone else back on the throne, forcing his backers to settle for 
the illusion of a republican form of government.

Simeon is not the only descendant of Balkan kings to attempt a comeback. In 
1997, Leka Zogu, an arms merchant from South Africa who as King Zog is the 
pretender to the throne of Albania, revisited his own country, but received a 
frosty welcome from Albanians who had recently been cheated out of their 
meager savings in pyramid investment schemes. In one city his convoy drew 
gunfire. Former King Michael of Romania failed in his attempt to return, 
while Alexander Karadjordjevic the crown prince of Yugoslavia, has had 
somewhat better luck.

But the movement inspired by Simeon reaped success at the expense of Mr. 
Kostov, whose popularity was eroded despite his successful implementation of 
Western reforms -- high unemployment, low living standards, and corruption 
scandals involving members of his government and close associates. 

Simeon lives in Sofia in the royal residence of Vrana, from which he and his 
mother fled, and which was restored to him several years ago. Wherever he 
appeared during the election campaign, crowds flocked to see him, borne in 
part by a wave of royal nostalgia, begging for him to restore the time when 
they were allowed to work four days for him, and one for themselves.

But Simeon has also become the object of Bulgarian humor. Reticent about his 
vision for Bulgaria's future, he frequently answered questions about his 
policies during the campaign by responding, "I will reveal that at the right 
time." One joke making the rounds of Sofia had a Bulgarian stopping Simeon on 
the street to ask the time, and Simeon, out of force of habit, making his 
accustomed response.

No substantive differences emerge between Simeon's policies, as far as they 
are known, and those of Mr. Kostov, though Simeon has pledged to be more 
generous to Bulgaria's poor and underprivileged, in the grand tradition of 
royalty.  Both men have pledged to keep Bulgaria on the path to membership in 
the European Union and, quelle surprise, NATO.

 It was only a few days ago that the Serbian government returned a couple
 of palaces in Belgrade to Crown Prince Alexander of Yugoslavia. Now the
 flamboyant Serb nationalist leader, Vuk Draskovic, says Yugoslavia is
 gone
 and it time to return to a sovereign Serbia and restore its monarchy.
 That
 should be fine with Alexander whose family ruled Serbia before becoming
 kings of Yugoslavia when that state was created after World War I. The
 question is, will Mr Saxe-Coburgotski, prime minister designate of
 Bulgaria,
 retrieve his crown as King Simeon II before Alexander gets a crack at
 restoring the Karageorgevich family's fortunes? Then, if Montenegro, as
 it
 threatens, reasserts its independence, separate from Yugoslavia, there's
 an
 architect in Paris, Nicolas Petrovich-Niegosh, who might be persuaded to
 ascend the throne of his great-uncle, Nicholas I. He reigned until
 Montenegro was annexed by Serbia in 1918. 
 
 What next? The return of the Elphbergs to the throne of Ruritania?
