The Sharon government is attempting to avoid the necessary diplomatic processes, addressing these, as well as the entire political process, as an inconvenience and an obstacle that should be sidestepped and removed from its path. This also applies to the U.S. Mitchell Plan. Many ministers in Sharon's government have not concealed their disappointment at the fact that the "war" slipped out of their grip, and they are calling for escalating the security situation. This step would enable them to implement the aggressive drawer plans that have been adopted by the government, including an extensive military strike, with the intention of causing the collapse of the Palestinian National Authority and creating new game rules in the region, ones which are not based on legitimate international resolutions and the agreements that have been signed. In this manner, they hope to force upon the Palestinian people a political solution that is based on Israeli dictates. The Sharon government believes, that it is possible to achieve this goal through deepening the policy of repression and humiliation, increasing the scope of the suffocating and starving closure, freeing the reins of the policy of assassinations based on blacklists, permitting the settlers to freely attack the civilian population, increasing the vicious actions of uprooting olive and fruit trees, including ancient groves, levelling entire rows of homes and sometimes entire Palestinian neighborhoods, dividing and separating the Palestinian territories and destroying the economic infrastructure - all of this is aimed at breaking the Palestinian people, which is uprising against the occupation. Friends, Although the policy of repression, the daily brutalization of the Palestinian civilian population and depriving the Palestinians of their right to a livelihood have been perpetrated for nine months, the international community has largely remained silent and inactive, not fulfilling its elementary moral role. The U.S. veto has paralyzed the UN Security Council and the governments of the world, thereby preventing not only the sending of international forces to protect the Palestinian civilian population from the brutality of the Israeli occupation, but also capitulating to the dictates of Israel, which opposes sending international forces to monitor events in the Palestinian territories, in a continuous attempt to portray Israel, its occupation and its settlements, as the victims, rather than the causes, of the violence. The blatant lies of the occupation can be exposed. The U.S. veto cannot paralyze people, human rights organizations, genuine peace movements, the movement in solidarity with the Palestinian people and all NGOs. The lost honor of the humanitarian conscience, of human solidarity with the plight of the Palestinian people, can be saved, by means of movements and organizations worldwide join together to organize an International Peace Brigade in the course of this summer. The purpose of this mission is to enforce a people's monitoring of the events in the Palestinian territories, of the crimes of the occupation, of the attacks by the settlers, of the destruction of the environment and of the reality of the lives of the Palestinians living under the occupation. Organizational Information My call comes to examine the willingness of yourself and the organization in which you are active, to join in the work of joining the International Peace Brigade in the Palestinian Territories 2001, with a view towards a genuine international presence on the grouund, committed to nonviolence human rights and just peace. Simultaneously, I am working on establishing a peace framework of Israelis and Palestinians who accept this idea, and who will formulate a concrete program of action in the event that we receive your positive and prompt response.
