Of course Albanians DID HAVE voting rights and WERE ALLOWED education in
their own language, although many decided to boycott these guaranteed rights
either b/c they favored a narrow mono-ethnic chauvinist separatist agenda,
or
b/c they were intimidated by separatist extremists into not exercising these
rights.  As for taxation, Serbian and Yugoslav tax authorities were pretty
lax on enforcing tax laws among ethnic Albanians and did not even enforce
conscription provisions for the army - thus many Albanians in Yugoslavia
ended up paying NO TAXES or NOT SERVING IN THE ARMY due to the governments
DESIRE TO AVOID CONFLICT AND NOT TO ALIENATE A SIZABLE PORTION OF THE YUGO
POPULATION.  So, in short, the situation of the Albanians and American
colonists - although analagous in that they both carried out genocide
against
the original inhabitants of the areas they settled - were very different in
terms of the rights the ones enjoyed under the supposingly "colonial"
administration of the Serbs and the others under the British.
