This is for those that live along the coast of California that are interested 
in the Coastal Act and ensuring it is enforced.

ORCA is an organization created by Sara Wan, one of the public members of the 
California Coastal Commission. The goal of ORCA -- which stands for 
Organization of Regional Coastal Activists -- is to share resources to be more 
effective before the Coastal Commission. The idea is to help coastal activists 
overcome the vast financial resources of those that want to challenge the 
Coastal Act in their zeal to overdevelop the California coast.

The only way to join is to first attend two seminars by Sara Wan. The purpose 
of the seminars is to learn about the Coastal Act, particularly Chapter 3, 
which is the heart of the act, so that you can become more effective when 
speaking to the Commissioners. Sara is an excellent lecturer and intersperses 
her seminar with real world examples. Her no nonsense style is both refreshing 
and effective.

I have scheduled a training session for Nov. 8th in Santa Barbara at UCSB.  
This will be training session one and possibly two as well.  How many people 
come will determine if I feel I am able to handle both sessions on the same 
day.  Session one will start at 9am and end at 3 pm.  If we do a second session 
it will start at 2pm and go until 5.  Please let you members know that this is 
available to them if they have not completed both sessions.  Also, if you know 
of people who have wanted to join ORCA but have not been able to attend the 
training, let them know about this and ask your members to let you know if they 
are aware of others who might be interested.  
 
I realize that this is way too far for many of your members.  If you are not in 
S. California I suggest you send this on anyway but include a comment that you 
know this is too far for people to travel to but if they are interested in 
attending or know of someone who is they should let you know.  If I have a 
sufficient number of people in a given area then I will schedule another one in 
a different location.
 
Please send your responses and tell people who are interested to send their 
responses to myself and Virginia Gardner, Santa Barbara coordinator.  I will be 
out of the country from Sept. 13- Oct 6 so it may be difficult for me to 
respond during that time.
