The rack is an interesting idea. I wouldn't find it useful for me though. In my class of 7th graders, they either copy the charts as we make them or I copy them and they tape them into their notebooks. I find they DO refer back to them when they are close as easily accessible. And I find them marking them up and adding to them. Anything on the walls is purely for show.
Before I used interactive notebooks I would put the titles of the charts on the bottom of the chat as well as the top. I would staple them overlapping from the bottom of a bulletin board, so the newest one is on the top. The kids could see easily where the chart was like a table of contents. They would get up and hold the charts up so they could see for each other is they needed to. Just a couple of ideas...
