Anouncing another stable release which bring a two tiny addition to the
public API added into the v0.12.2 API. Namely SVC_COMMANDS_{START,STOP}
to be able to define extra service commands associated with a specfic
service state; and then SVC_WAIT_{UP,DOWN} per service configuration
delay to wait a service to be up or down. There were previously only a
10 seconds constants with those which was not satisfactory with heavy
server like Apache, MySQL, PostgreSQL etc...
Tiny additions as previously said.
