Actually, most serious pieces I have seen on the topic refer to EVs as zero- emissions at point of use. Of course, that becomes cumbersome and gets shortened at some point to ZEV, which is then usually quoted elsewhere without the caveat. However, I do point out that EVs do have the potential to be zero-emissions, if we take interest in the sources of electricity used. And most EV owners I know (and that count is now in the hundreds) look well beyond the wall outlet in their concern about the environment. Many (myself included) make a point of buying green power or Green Tags to cover whatever power they do use to charge their vehicles, or have invested in wind turbines and photovoltaic arrays to charge their vehicles. When I charge my EVs in Quebec, it iis with the knowledge that all commercial generation there is based on wind or hydro - zero fossil fuels, zero nuclear. As for a biodiesel-electric hybrid, it is with some pride (and a tinge of embarassment over the extended delays) that I can announce the Porsche 914 project is now in the hands of a friend of mine to complete the work to make it roadable as a pure electric. (I've had to admit I'm not finding the time to do it myself, and for a change, paid work is coming in fairly steadily.) Once licensing and insurance and emissions certification are out of the way, I will be looking at the final step - installing the (yet to be acquired) diesel generator set to make it an electric-biodiesel hybrid. Bruce, the 914 may not be a practical 3rd-world vehicle, but it should turn heads - and in government circles here, that's worth more than practicality in terms of delivering the message.
