Issue 6 - Fragment Length - RESOLVED

Hi,

No one opposed having the Fragment Length as 1-3 characters.  Just so
everyone knows, that will mean that Certificate Block message lengths may
be a maximum of 999 bytes.  That forces the issue of Certificate Blocks
being within the 1024 byte limit.
