Name for "cookies"

Hi WG,

as David Harrington correctly pointed out, the name "cookie" may be
misleading for what we are currently using it. I now suggest that we use
an alternate name, just to avoid confusion.

In my view, this is a kind of meta data. So I propose to call it
"metadata" or just "meta". I am not sure if this, too can be misleading
(meta tags in html), but I have to admit I do not have a better idea.

Any comments or suggestions?
