-protocol issue 7: enterprise ID

I am going to move the enterprise ID to the origin SD-ID (and move it
OUT of the required header). I think this is the best concensus that can
be seen from previous discussion:

Again, please make yourself heard if you have some good arguments why it
should stay in the header.
