Upgrade from 4.0.24

Dear TBUDL members,

I've just received the notice of release 4.2.16.

The on-line information seems to imply that it is a free upgrade from any 
earlier version 4 release.

I'd previously had the impression that an upgrade from my current version - 
4.0.24 - would be charged for. [Which is why I'm still using it!]

What is the correct position?
