It isn't a bug. When you view the index.html file in a browser, the images show up the same as they would if linked from any other HTML document (eg a web page). You can't see the images that were sent embedded with the email, since the links referencing them are not valid from within a browser. You have the option in TB! to view any or all of the linked images when viewing the message in HTML viewer; if you don't get a pop-up list asking which URLs to allow, look for a button showing a globe and question mark.
