Afraid it does not work for me - there are no options to adjust VO volume in 
Recovery and the hardware system volume keys do not work for me.

I think I might remember running into something like this. If I remember 
correctly, if the system volume is adequate and VO is still low, adjusting the 
voiceover volume itself may help. Maybe this has changed since I last used it, 
but just thought I'd pass it on.
