Login Issues

We are using a version of a version of TILT and have run across login issues.  The first one or two users on a PC can set up accounts, login and re-login with no problems.  Subsequent users on the same PC are unable to setup accounts and login or re-login. Or if they are successful in setting up accounts, once they have logged out, the system does not recognize their login again.   I have tried clearing cookies, temporary internet files, re-booting, nothing seems to work.  Has anyone else run across this issue?   Elizabeth G.
