[Tonto] Assigning Icons to Buttons (Color Me Stupid?)

Just downloaded Tonto and cannot figure out how to assign an icon to a
button.  

Using Tonto 1.39 in Windows XP Pro, designing for TSU6000.

I have tried copying a .bmp to the Clipboard, then pasting from the
button context menu, but nothing happens.  Am also unable to use the
Icon Library for anything other than loading files.
