No, multiple repository support is not the same as multiple project support, though it's an important milestone in this direction. See #130 on t.e.o for more details (http://trac.edgewall.org/ticket/130). Don't hesitate to read existing design documents, in particular http://trac.edgewall.org/wiki/TracDev/Proposals/MultipleProject, and comment there how this would fit (or not) to your requirements.
