[Trac] howto restrict the ticket milestone for a user

Hi,

Is there a possibility, to force lets say:
 - user "a" 
 and 
 - user "b"

to be able to create tickets only for one milestone?

So if user "a" creates a ticket he can only select a specific milestone.
