o City Councilman Frank DiCicco says that Bill 629 empowers community
organizations & keeps outsiders from dictating
what will be done in our neighborhoods.
o But community groups all around Philadelphia say that it may limit their
rights,
& will certainly take away the rights of citywide organizations who now
help fight local zoning battles.
o Is it possible for anyone to predict the effects of this Bill?
o Is the opposition based on informed concern, or fear of the unknown?
o Should Bill 629 be rewritten?
