Kabaka is next to God - Ssebaana
By Robert Mwanje

Feb 3, 2005

KAMPALA - The Mayor, Mr John Ssebaana, on Friday said the Kabaka of Buganda, Ronald Mutebi, is next to God whose decisions should not be questioned.

He said the Kabaka is anointed with the holy oil, which guides him to make appropriate decisions on behalf of his subjects anytime anywhere.
“In Buganda, the Kabaka is always right, we only appreciate whatever he does for us. He is respected most after God the creator,” Ssebaana said.

He was reacting to the recent press reports and public opinions that the Kabaka blindly appointed Asians among others to his Cabinet recently.
The Kabaka made changes in his government recently that saw two Asians, a businessman and former Villa Treasurer, Mr Ahmed Omar Mandela, appointed. Mandela is a Somali.

He also Mr Rajni Tailor, the Minister for Economic Planning, Development and Investment and Mr Mohamood Thobani, his deputy.
Ssebaana, also a Lukiiko member, said the public should not question the Kabaka’s decision to appoint Asian ministers.

“Kabaka appoints according to one’s capacity and discipline, irrespective of the race,” he said.

Mengo asks govt to construct Butikkiro
By Robert Mwanje

Feb 3, 2005

MENGO - The Buganda Kingdom has asked the government to start the construction of Butikkiro, as per their agreement.
The secretary to Buganda land board, Mr Levi Zimbe, said preparations for the plot on which a new Butikkiro (Katikkiro’s official residence) would be built has been finished.

Zimbe said a six-acre plot has been cleared for Butikkiro’s construction by the central government.
“The place is at plot 749 on Ring Road, opposite Mengo Palace between Kaalaala gate and the main entrance to the palace. We want the government to start the constructions immediately,” Zimbe said.

The central government and Mengo agreed to put up a new Butikkiro after government occupying the old Bukikkiro with Joint Clinic Research Centre (JCR) since 1993.
“The government has never paid even a single shilling to Mengo from the building,” Zimbe said.

Last year, Mengo submitted plans for the new Butikkiro to the government’s office of the Vice President and the kingdom has been waiting for the work to start.

According to Buganda culture, the Kabaka cannot reside in his official residence (Twekobe) inside Mengo Palace, before the Katikkiro occupies Butikkiro.
Sources at Mengo said the Kabaka was unhappy with the delay in Butikkiro’s constructions.
