I believe, and I may be wrong,  Museveni has made sure he creates war mongering tactics all over the country in order to ensure that any genuine election in Uganda does not take place. Now you have Militias in westnile guarding against PRA or is it RPA..in the East you have a war going onbetween the Karamojong and UPDF.. Indeed recent Museveni UPDF command sated clearly that any Karamojong seen with a gun will be  shot on sight....In teso people are in camps.. in Gulu, Kitguim, Lira , Soroti .. in all this palaces people are in camps... How then can one hold a genunine election which will reflect the will of the people  in an enviroment whereby  the whole of Northern region, and may be soon West Region, Kasese and weset region may be to follow soon,   people are either on the run or in camps!!!   only kaguta  elections  is genuine under the circumstances!!

Security Personnel Meet in Kasese Over PRA, ADF

Top security personnel in the western region have met in Kasese to plan and mobilise ahead of the on going PRA and ADF threats of invasion.

"It is an open secret that ADF and PRA have been mobilising for war against Uganda, therefore we should also mobilise," said the UPDF Division 2 Spokesman, Lt Chris Magezi, in a Press briefing at his office on Wednesday.

He said the PRA and the ADF are not threatening, but they can not sit and wait for the 1996 situation when ADF walked in at Mpondwe (border post in Kasese).

The meeting was held in Kasese on Tuesday at Verina gardens and was chaired by the UPDF Division 2 Commander, Col Hudson Mukasa.

Others that attended the meeting were RDCs, LC5 chairmen, DISOs and DPCs from seven districts in the Southwestern region and Kasese from the Western region. Magezi said Msgr Thomas Kisembo of Amnesty Commission also attended the meeting.

He said the meeting was a pre-cautionary measure to alert citizens of what is happening."

Magezi said there had been different options to quell the threats and among them is the amnesty.

"Amnesty commission has opened an office in Beni (DRC) where it is sending messages in leaflets and radio, appealing to rebels to embrace the amnesty option," he said.

He said security committees would be revived at all LC levels in the region to sit regularly. Also to be revived are political education courses.

Asked whether the UPDF won't use the tactic of "find the red ants at their base" by creating bases inside DRC as it did in the past, Magezi said, "We are simply following the Lusaka Accord. Unless DRC and UN give us permission like Sudan did, we can be called invaders."
