Can you elaborate a little?  djgpp.env is an 8+3 filename, so I do not
see how long file name issues could cause the problem you reported.

Also, I use Linux myself.  I unzip on Linux and use Samba 2.2.x to
export the install share, and I have never had any problem like you
describe...

I would be glad to modify the documentation, but I want to understand
exactly what the problem is first.
