This is a genuine falsehood, one that the writer should know better about by now. *All* public schools have catchment areas and always have. In this respect, public schools are exactly like parochial schools, which also have catchment areas.

Nobody ever gets to vote on these catchment areas. They have always (for hundreds of years) been determined by the authorities that administer these school systems. That doesn't mean Penn Alexander and St. Francis de Sales are in any way illegitimate.

People who keep repeating the phrase "catchment area" as if it were something new and unusual, are people who don't know how K-8 education has been working for most Philadelphians for a century or so. Welcome to Philly, friends and neighbors! Now learn the ropes.
