        Given that there are no known problems with RC3, I'm starting a vote 
for declaring RC3 the official XMLBeans 2.4.0 release. Files are still 
available at this location: http://xmlbeans.apache.org/dist/

        Everyone is welcome to vote but only votes from committers and PMC 
members are binding. In order for the vote to pass, a majority approval is 
required and at least three +1 binding votes.

This vote will end Monday, July 7, 2008 (End of Day).
