Too many reasons, like: wrong TON/NPI settings. if you are trying to send using blocked/unapproved sender-ID if the SMSC/Operator has a feature of Spam Control and this MSISDN is enabling it if this MSISDN has reached “Message-Queue-Full” limit at the SMSC level. and others.
