Encoding in GSM-7 heptets

I've connected Kannel to a SMSC via SMTP.
Currently encoding is wrong, as it is ASCII (GSM 3.38). It should be GSM 7.

How can I change Kannel to use GSM-7 and pack text into GSM 7 heptets?
