My first reaction would be, No.  The second would be, Probably, but
you'll need to do a fair amount of tweaking both to the RAQ4 and to
VishwaKarma.  I'm no RAQ expert, so am not willing to commit myself
further than that (I come from a bureaucratic family, you see :-)

Just curious, but why would you not use the default RAQ control panel
with a RAQ4 anyway?  AFAIR that has a lot of nifty features (though
VishwaKarma does score in its Reseller Management functions).
