Spam again

Hi,

Apparently the spam-control I set in place had a minor glitch so I've
made some changes.  I hope I got it right this time.

Am also investigating the possibility of switching to Mailman as the
list server.  Version 2 (still Alpha) supports virtual domains and is
completely scriptable, so hopefully we'll be able to make the
transition by the time 2.x stable is released.  SmartList (the current
list manager for VishwaKarma) has just too many configuration options
with no command-line tools to handle them.

Please bear with me while the spam issue is tackled.  (Re-sending this
message since my first message got bounced due to the linux-delhi.org
address... maybe it's working now? :-)
