Howdy David,
I have been trying to fathom your concept of cooling.. or should I state 
heating.  Over time there has been posts in the Vortex group made on the 
functions of vortex tubes as used for cooling purposes. I am not a physicist 
but there could be a  relationship between your measurement of cooling at the 
atomic level and the cooling inside a vortex tube.... or.. err... heating.
