I am more worried about governments having them. They would be more lethal and more numerous.

They would be remiss if they were not working on this.

In a sense, every weapon that kills people at distance is a sort of robot, starting with arrows, continuing up to artillery and today's guided missiles.

I worry about non-military and non-police organizations working on robots to kill people. It is hard to know what could be done to stop them.
