A new paper, by Mills and Lu, has been posted. It is quite technical and not
directly related to the performance of the SF-CIHT device, but is strongly
related to the hydrogen chemistry involved in it, and to astrophysical
puzzles.

This area is summarized in the Technical Presentation available on the
website, pp23-31. A key instrument in these studies is the 'light source'
illustrated on p30 cited above. In the present paper, this 'light source' is
discussed in exhaustive detail. Originally built by BLP, an *external* study
*funded not by BLP, but by GEN3 Partners* at the *Harvard-Smithsonian Center
for Astrophysics* replicated the BLP findings. The 'light source' was
returned to BLP for further use. A report by GEN3 is available on the BLP
website. It is abundantly clear that very thorough study was made to exclude
and instrument artifacts from the reported spectra shown on p32 of the
Technical Report. The new paper also has a block diagram of the 'light
source'.

I confess some surprise at the complexity of phenomena associated with the
ubiquitous water molecule, and Mills' discovery of methods for extracting
energy from it. There are reports of others who somehow found unusual
phenomena with water + electricity, but had no theory upon which to build a
useful product.

The latter part of the paper contains an extended discussion supporting
Mills' finding that hydrino production is a natural part stellar phenomena
and is arguably the mysterious "dark matter' which exerts gravitational
force but does not radiate, that pervades the universe.

The paper is of Journal quality, with references, abstract and conclusion.
