And you might want to consider the aspects of standardization of 
3D formats as they would apply to biometric identification systems.  
(eg, scanning and producing codes representing patterns that 
are invariant to rotation, scaling, and other transformations).  
Wavelet compression is applied for Jpeg-like greyscale 
scans for fingerprints.  Would a 3D system which detailed a 
human body be better? (has to reduce false negatives or 
positives, be reasonable in price, and portable so it can 
be used in cruisers... or maybe it is shop-bound but 
augments the classification systems used in the 
cruisers (typically-fingerpint minutia systems) and 
is used for final identification before booking).  Errors 
in arrest booking are chronic.
