I do not think so.

If you have an URL for the file then the person can
use http://www.emailfile.com

Enter URL and email in emailfile form and receive
the file by email

It works but not always.

Just copy and paste emailfile form to your page.
you can edit to make the file a hidden set
so they only need to enter email.

Maybe this can be done by an autoresponder, but I
have never tried them. try http://www.autobots.net
