Bob..Thanks for confirming the past abusive uses for TIF's. I am also sure those seniors who pay school taxes will appreciate your support of exempting the public schools from enjoying the benefit of an expanded real estate tax base by the use of a TIF as their property taxes rise higher than they need to if the TIF was not used.

At one time there were communities in Minnesota that were abusing TIF...Winona was not without sin, but no atrocities were committed, and the abuse of TIF largely ended. The argument for this project...to be owned by a not for profit...is that we need more kinds of housing options like this for our older adults.
