[WinPcap-users] Using WinCap to Limit Network Traffic

Hi,

I was wondering if anyone could tell me if I can use the WinCap to set
speed limits on computers. I'd mainly only be looking at the TCP protocol
right now.

I'm not too sure where to start so any other advice would be great.
