Though it doesn't mention anything of <u>. It's harder to argume the semantic value of <u>. Underlining a work is often done to emphasize a word or phrase, where <em> or <strong> should then be used. Though they can be styled to be underlined, underlining would make the elements look like a hyperlink and confuse the user.
And I don't know of any situation where it's a typographic situation to underline a word.
