It is part of Transitional.


-- it's part of XHTML 1.0 Frameset.
Frameset is for frameSET documents, i.e. those with a <frameset> instead of a <body>. They aren't suitable for most pages on the web. They include the target attribute because the alternative content section lets you use anything in Transitional.
