Upon going online, apparently the monitored items are only fetched
after the all the outgoing items. There ought to be an
OnlineOptions
{
 fetch-monitor-first=yes
 #Why of course. We monitor them because we are concerned about them.
}

(OK, but even better would be per item granularity.)
