I have had other reports of this problem on NT/98/95.  I don't know
what the problem is, I suspect that there is some problem with file
creation that means that randomly files cannot be created.

On NT there are different sets of permissions from UNIX systems.  do
the permissions on the outgoing directory look correct to make it
writable?

If some files are created and some are not then I don't what the
problem is since it is not one that comes up on the UNIX version of
the program.
