[WWWOFFLE-Win32] Permission denied

I frequently get messages like this from wwwoffle:

wwwoffles[1039] Warning: Cannot open the new outgoing request to write.
wwwoffles[1039] Warning: Cannot open file 'outgoing/tmp.1039' [Permission 
denied]

This example was copied from the command window on my NT box after asking 
wwwoffle to request pages from this URL: http://www.ex.ac.uk/ (my old uni.).

There are no files in spool/outgoing so it seems that wwwoffle doesn't have 
permission to write to the directory.

Any idea what is causing this?
