I have looked at the source code for WWWOFFLE and I can see that the
problem is that I am not opening the files in binary mode when they
are local web-pages.  For the files that are stored in the cache I do
use binary option.

There is no solution for this version of WWWOFFLE.  I can let you have
the patch if you want to try compiling it yourself.  I no longer have
access to a Win32 machine with the cygwin tools that I can use to
compile WWWOFFLE.
