What made you change your mind, you said that it was working before.
Is it just opera that is slow?

This file looks OK.

What have you got as the proxy setting in opera and IE?  They should
both be 127.0.0.1 instead of localhost.

This is normal behaviour, the status 3 means that there are not more
requests in the outgoing directory to fetch.  The status 4 means that
there are some new ones.
