This is a different problem from the one that I thought you had. It
says that the outgoing directory does not have permissions to create
files in.
I think that there is some problem with cygwin (or Windows NT) that
causes these error to occur at times. I don't know what it is.
If the permissions on the c:\wwwoffle\outgoing directory are OK and
you can make some requests when offline (proving that outgoing is
writable) then it must be just a transient problem. I don't have a
solution for it.
