If you can find an Win32 version of htdig then I believe that it should be possible to make it work. You might want to try downloading wwwoffle-2.5a-htdig.zip from http://www.gedanken.demon.co.uk/download-wwwoffle-win32/. This is the old htdig zip file that I created for a previous version of WWWOFFLE. Apart from the fact that it uses a much older version of the cygwin library it might work.
