[WWWOFFLE-Win32] add to win32-doc: "install wwwoffle via cygwin"

Hi there...


I just compiled wwwoffle using cygwin. After that I registered a w2k service
by typing

cygrunsrv -I wwwoffle -p /usr/local/sbin/wwwoffled.exe -o -a -d

IMHO this is a much better way than using wwwoffle-winui by Frank Richter.
So please add this to the win32 docs.
