Well, I think SoundApp can do MP3 on System 7.6.1. Download it from Versiontracker.
SoundApp does work but it's only good for converting files basically. MacAMP 1 and the lite version seems to work fine in OS 7.6.1. At first, I installed the "Appearance Manager" to get AudioCatalyst 2 to work but I noticed that both earlier versions of MacAMP seems to work fine without the Appearance manager.
