(I started out with Claris Emailer Lite, which does everything on your list but A) As far as operating efficiently, I'm going to say that this program will run as good as any, as it also runs on my SE/30 (16Mhz 030, 20M RAM, 500M HD, System 7.1). It just doesn't look right on the small screen though. The main problem with this program is the difficulty in finding a legit copy.
